[MLE] Conference on Language and Education starting tomorrow

5th International Conference on Language and Education will start tomorrow

 


The 5th International Conference on Language and Education will  take stock of recent developments in MLE policies and practices in the Asia-Pacific region, with a special focus on multilingual education in early childhood and primary education.There will be several presentations relevant to India.
 
The conference will start tomorrow with opening speeches from UNESCO and the Thai government. The Keynote address will be on "Supporting MTB­MLE to achieve sustainable development for all: what have we learned about successful programs?" by Dr Susan Malone (SIL International). [MLE] 5th International Conference on Language and Education - Bangkok Oct 16

5th International Conference on Language and Education

 

The International Conferences on Language and Education, which have been organized by a large group of agencies in Asia, have over the years impacted many projects in India. The 5th one will be held this year, again in Bangkok. The following announcement has been copied from the UNESCO MLE Newsletter
 

Asia Pacific Multilingual Education Working Group (MLE WG) will be organizing its 5th International Conference on Language and Education on 19-21 October 2016 in Bangkok, Thailand.

The 5th International Conference on Language and Education will take stock of recent developments in MLE policies and practices in the Asia-Pacific region, with a special focus on multilingual education in early childhood and primary education.
      
It will likewise look at innovative pedagogies in the training of MLE teachers. Finally, it will examine challenges and lesson learned from the EFA experience and give opportunities for forward-looking discussions on both the role of language in achieving the new SDGs and preserving a harmonious relationship between the global and local contexts.

The conference features four thematic tracks.
  • Track 1: Towards Sound Policies on Multilingual Education: Language and Language-in-Education Policy and Planning in Asia and the Pacific.
  • Track 2: MLE Teachers and Teacher Training for MLE
  • Track 3: MLE Practice/Praxis in Early Childhood and Primary Education
  • Track 4: Language and Cross-Cutting Issues of Sustainable Development Goals (SDG)

The Call for Papers is now open and the deadline for submission is 30 March 2016.
Usually there is quite a few delegates from India. Hopefully that will work out this year also!

[MLE] Textbooks in five tribal langauges in Jharkhand

Textbooks in Jharkhand

Earlier this week the governor of Jharkhand pleaded that Santhali children should be educated in their mother tongue. It looks like this is indeed going to happen and not only for Santhali, but also Mundari, Ho, Kudukh and Kharia children .


The Telegraph reports this week: Ethnic kids of Classes I & II to open new page next year. Binay Pattanayak and his team at the Unicef Jharkhand office has been working closely with the Jharkhand Council for Education, Research and Training (JCERT) to prepare textbooks for langauge and maths for class 1 and 2 in five tribal langauges. The plan is that they will be introduced from the next academic session onwards.

State Vision Conclave in Ranchi promotes MLE

According to the ASER-2014 report only 1/3 of the grade V children in Jharkhand can comprehend a grade V text. The State Vision Conclave points at language as being a cause for this problem.

 
On 29 January 2015 the Jharkhand government in coopretion with UNICEF conducted a state Vision Conclave at Ranchi, Jharkhand. The new Chief Minister of Jharkhand also participated in the conclave other than several senior officials from govt., more than 25 NGOs, several corporates, language experts and other experts on child development.
 
Dhir Jhingran, in the Education Session, spoke about the need for Mother Tongue based MLE in Jharkhand.The Pioneer reported on his presentation by publishing the following article: 'Mother tongue based multilingual education needed in Jharkhand'

According to experts, Santahli speaking children of Dumka and Pakur, Ho speaking children of West Singhbhum, Mundari speaking children of Khunti and Kudukh speaking children of Gumla could learn very fast if the medium of education is their mother tongue. Experts opine that the process can be started on a pilot basis if it cannot be implement at the same time.

Lessons in mother tongue for Rajasthan schools

After Andra Pradesh and Odisha, now also Rajesthan wants to implement education in the mother tongue of the children.  The Times of India reports:

"To curb the dropout rates, especially among children in the tribal and remote areas and to instill interest towards learning, Rajasthan State Institute for Education and Training ( SIERT) is set to launch a UNICEF supported pilot project on MTB learning.
Ten schools each in Udaipur, Dungarpur and Banswara districts have been chosen under the project, where children of class one will be given lessons in the local dialect. While Mewari will be the medium of teaching for students in Udaipur, teachers will communicate in Wagri with the scholars in the other two districts.
"

[MLE] NMRC Conference "Whither MLE?"; Delhi, JNU, Nov 21-23

Dear MLE friends,

Just after the MLE conference in Thailand at which several people from India will participate, there will also be an MLE conference in India organised by the National Multilingual Education Resource Consortium (NMRC). The conference is titled "Whither MLE? Rethinking MultiLingual Education in the 21st century".

A quote from the Conference website:
This conference, "Whither MLE?" will therefore attempt to revisit our assumptions of a modern Global Indian state and Indian education in 21st century against the constitutional debates, the NCF2005 and the Sarva Siksha Abhiyan where MLE is implemented as an innovation program for tribal children. Can we imagine a post colonial, post modern Indian state without recognizing and building on the multilinguality of Indian and World communities? Shouldn't subaltern discourse inform the entire school education practice of India? Shouldn't all schools including the ECCE centers have a multilingual pedagogy that builds on the home languages of the children? Analysis of these issues will provide a fresh paradigm for examining the reasons for marginality of the hitherto run MLE programs in Indian schools and the inadequacy and in-egalitarian nature of the universal school education system in India. This conference will create a layered discussion on each of these issues, reflect critically on the MLE programmes and practices in Indian school and develop an agenda for implementing MLE in all schools in future.

UNICEF survey in Jharkhand reveals that 95% of school kids do not speak Hindi

Dear Multilingual Education friends,

At least five newspapers reported on the findings of a recent UNICEF sociolinguistic survey in Jharkhand. The study revealed quite interesting findings with regards to the gap between home language and school language. A few quotes:
The research was carried out in 72 blocks across the 24 districts of the state, covering 216 villages. During the survey, researchers interacted with schoolchildren, their parents, teachers and village leaders. Over 3,000 kids were profiled during the survey.

It was found that mother tongue of over 96 per cent of rural population, including school kids, was tribal or regional languages. While 33 per cent of the children interviewed spoke Santhali at home, 17.5 per cent spoke Khortha, 9.5 per cent Kurukh, 8.2 per cent Nagpuri, 7.6 per cent used Mundari, 6.7 per cent Sadri and 5.6 per cent used Ho. Only four per cent rural families spoke Hindi at home.

92 per cent of the teachers use Hindi to interact with students in schools. Over 90 per cent of the teachers indicated that they can speak tribal or regional language of that area. But since instruction in mother tongue is not mandatory they chose to instruct in Hindi.

Over 78% of the teachers felt that children faced problems in learning because of the language gap of home and school.

The study recommends that the medium of instruction in anganwadi pre-school centres and primary classes in schools should be in the mother-tongue of children, which is tribal or regional language.  The study suggests that material in tribal and regional language should be developed and used in classrooms to bridge gap between the home language and school language. Besides, teachers should be oriented to understand and respect local resources and culture, as well as to communicate with children in local language.

[MLE] UNICEF Jharkhand - MT Base Active Language Learning

Dear Multilingual Education friends,


M TALL (Mother Tongue Base Active Language Learning), an inter-university forum in Jharkhand, is doing very interesting activities such as
  • socio-linguistic survey (findings being released within a couple of weeks),
  • children’s bilingual picture dictionaries on 60 child-friendly themes printed in 9 tribal and regional languages,
  • Bhasha Puliya (school language readiness package for pre-school centres)- to be piloted in 10% Anganwadis,
  • School readiness package developed for primary level
M TALL involves all major language group experts, related NGOs, media, 5 government departments, teachers and children. Recently a team of DIET from Chhattisgarh appreciate these model and expressed to replicate this in their state as well. Binay Pattanayak, an UNICEF education specialist is behind all these activities.

[MLE] 4th International Conference on Language Education; 6-8 November 2013 in Bangkok

Dear multilingual Education friends,

Unesco Bangkok send out the below announcement. It looks like an exciting conference again. There is lots that can be shared from India so we hope many can attend.
Asia MLE WG is organizing 4th International Conference on Language Education – Multilingual Education for ALL in Asia Pacific: Policies, practices and processes on 6-8 November 2013 in Bangkok, Thailand.
The conference brings together MLE partners to increase understanding of the importance of expanding access to effective MLE and strengthen momentum for MLE in Asia and the Pacific region. The conference will facilitate the exchange of effective practices and experiences, link MLE theory to practice and foster policy dialogue. The conference will serve as a platform for forward-looking debate and the shaping of effective education policies and programmes for the post-2015 agenda.
